Enabling Violation-Free HOT Lanes

Average HOT facilities experience an overall leakage rate of 8% due to violators. Beyond the tangible advantages of ensuring equity and enhancing user experience, iVOD can be expected to recover these significant revenues losses. This leads to a typical 300% ROI with a payback of under 12 months.

HOT lanes almost universally suffer from sub-optimal performance due to violation rates of up to 50% or greater, which significantly impacts revenue generation. Furthermore, vehicles that do not meet the minimum occupancy requirements consume valuable capacity, reducing the travel time advantage and degrading the user experience for legitimate participants, and causing the lanes to be less attractive for prospective lawful users.

Invision has developed a high-accuracy, privacy-preserving, Vehicle Occupancy Detection System (iVOD). iVOD is being deployed globally including in Israel, France, Belgium, Canada and the United States. Following multiple successful test deployments of the iVOD system with three agencies in the Unites States, we have validated

  • An average violation rate of 40% and self-declaration rate of 17% translating to an average 8% leakage.
  • The ability of the iVOD to fully anonymize the images it acquires at the source.
  • The iVOD’s high performance: specifically that in (i) fully automatic mode, 40% of violators can be caught with less than 1 false alarm per 1000 detected violations and that in (ii) semi-automatic mode, 86% of images sent to manual review are of actual violators while only 10% of all violators are missed.
